I don’t think there is such thing as a “mainline” Mario Kart game. Even if they don’t view it as “Mario Kart 9” because they started making world first, we know that they haven’t entirely written Mario Kart Tour off. It has representation in world via Sky-High Sundae and the free roam songs.

It’s a spin-off of a spin-off. I always thought of it like the Arcade games.

Plus it didn’t come out on a Nintendo Console and I think that is what is needed to be considered part of the main series.

Anyone who thought some low budget mobile trash, was considered a mainline Mario Kart game needs to have a full mental evaluation.

I guess we now veiw Mario Kart Tour as Mario Kart 8.5 as that game gave Mario Kart 8 Deluxe new courses.

Although it’s kinda weird how Nintendo thinks of their mobile games, as I remember during Mario’s 35th anniversary they put Super Mario Run as official installment of the Super Mario series.
